Former Employee of Primorski District Charged Over Illegal Town in Baba Alino.

A former employee of the Primorski district of Varna municipality was detained for 72 hours and charged in connection with the illegal town in the Baba Alino area. He was released on recognizance.

According to the indictment, he drew up certificates of tolerance for buildings in the area of the disputed complex, with the documents issued on the basis of false circumstances. The case concerns three land plots in the Baba Alino area, for which tolerance documents were issued in connection with the date of March 31, 2001. On the basis of these documents, illegal construction later began. The charge is under Article 311 of the Criminal Code, which provides for up to five years in prison.

The initials match those of former chief architect of Varna’s Primorski district Valentin Koychev, who held the post during the time of GERB and Ivan Portnih as mayor of Varna.

At the beginning of the scandal involving the illegal town built by the KUB company of Ukrainian businessman Oleg Nevzorov, Koychev gave interviews in which he did not deny issuing certificates of tolerance for properties in the Baba Alino area. He noted, however, that such documents do not legalize construction. Twenty residential buildings, part of the illegal complex, had been built in the area.
