Budget 2026 Enters Parliament for Review

Budget 2026 is entering the National Assembly for consideration after being approved by the Council of Ministers. Members of the budget committee will discuss the parameters of the financial framework for this year, which was adopted by the cabinet several days ago.

Today, the state budget plan will be reviewed both at an extraordinary meeting of the budget committee and in the Defence Committee. The budget is expected to enter into force on August 1.

By then, MPs must vote on it in committees, have it submitted to the plenary hall and approved at first reading, after which proposed amendments will be reviewed before its final adoption.

The draft budget has been prepared with a deficit of 5.7% of GDP — the largest in 12 years — as well as record revenues and expenditures. For the remaining months, economic growth is projected at 2.6%, while inflation is forecast at 4.3%.

The NHIF budget for this year amounts to 5.25 billion, while the funds of the State Social Security system stand at a record15.2 billion.

Among the main changes are an increase in the maximum contributory income to2,300, a 30% rise in vignette prices and the introduction of partial payment of social security contributions by civil servants.

After debt of BGN 3.8 billion has already been authorised, the final adoption of the budget is now pending.
