Creator of Black Track Launches New Healthcare Platform Diagnosis Bulgaria.

The system analyses the budget of the Health Insurance Fund and sheds light on a total of BGN 605,980,966.

The digital project is based entirely on official public sources, including documents from the Ministry of Health, full financial reports of medical institutions, NHIF data on clinical pathways and medicines, as well as information from the Centralised Public Procurement System.

The new web system uses precise artificial intelligence to group and compare similar medical institutions, automatically flagging serious statistical deviations.

The platform’s work is structured in several areas. The module for state and municipal hospitals builds a detailed quantitative and economic profile of each medical institution, covering budgets, expenses, activities carried out under the NHIF and salary levels.

Over the past 7–10 months, Martin Atanasov has processed more than 3 million rows of official information about 180 state and municipal hospitals in the country. The sources used include data from the NHIF, the Ministry of Health and reports obtained under the Access to Public Information Act.

Following the success of the Cherna Pista website, which exposed systemic deficiencies in road safety in Bulgaria, Martin Atanasov is presenting his new large-scale project.

The Health Insurance Fund has paid more than BGN 4 billion for hospital care. These are funds from Bulgarian taxpayers which, by definition, should be invested in treatment, medical staff and modern equipment.

Based on a calculated risk index, the system flags around BGN 156 million as potentially risky funds.
