DPS Files Complaint over Alleged Surveillance of Peevski, Alerts Europol and EC about PNR Data Leak.
DPS filed a complaint with the prosecutor's office to investigate whether the General Directorate for Combating Organized Crime illegally surveilled Delyan Peevski. The party notified Europol, Interpol, and the European Commission about an unprecedented leak of personal data of over 100 000 citizens.
DPS has alerted the relevant European institutions, Europol and Interpol about what it describes as an unprecedented leak and large-scale misuse of personal data belonging to citizens of EU member states and third countries.
The reports allege misuse of PNR data, or passenger name record data, involving more than 100,000 citizens of different countries. According to DPS, data extracted from Bulgaria’s National Unit for Receiving and Processing Passenger Reservation Data was used unlawfully.
The party has levelled accusations against Interior Minister Ivan Demerdzhiev, acting State Agency for National Security chair Stanco Stanchev and the director of the General Directorate for Combating Organized Crime, Martin Zlatkov.
The formation is calling on European institutions to conduct an independent investigation and assess whether violations of European law were committed.
The reports claim that three European legal acts, the Charter of Fundamental Rights of the European Union and the General Data Protection Regulation were violated. According to DPS, data was disclosed and circulated publicly for political purposes and without any connection to criminal prosecution.
The party says such actions constitute a serious violation of the principles of legality, proportionality and purpose-based use of sensitive personal data.
At the same time, the embassies of all countries whose citizens may have been affected have been alerted, as well as their respective data protection authorities and national structures operating the PNR system.
Reports have also been sent to European non-governmental organisations working on issues related to the protection of democracy, civil rights and personal data.
A few days ago, Interior Minister Ivan Demerdzhiev was heard in parliament in connection with media reports about flights made by Delyan Peevski on private aircraft.
The minister presented information about a joint trip by Delyan Peevski and Constitutional Court judge Desislava Atanasova in 2024 to various destinations, as well as about joint reservations made by Peevski with another 81 people.
