Farmers Call for Protection Against Rising Fertilizer Costs.
The Bulgarian Farmers Union has urged the government to support retaining Article 27a of the CBAM regulation. The organization says the mechanism is needed to protect farmers from sharp fertilizer price increases.
The organization has sent an official letter to Deputy Prime Minister and Finance Minister Galab Donev, Agriculture Minister Plamen Abrovski, and the Parliamentary Committee on Agriculture. The letter is related to a meeting of the EU Economic and Financial Affairs Council (ECOFIN), where finance ministers are expected to adopt the final text of the regulation.
The Bulgarian Farmers Union, a member of the European farmers’ organization Copa-Cogeca, supports the position of European farmers to retain Article 27a of the regulation. The provision allows for the temporary suspension of the Carbon Border Adjustment Mechanism (CBAM) on fertilizers in the event of sharp market price increases or other crisis circumstances.
According to the organization, such a mechanism is necessary amid high fertilizer, energy, and fuel prices, which are placing significant pressure on agricultural producers across the European Union.
The letter states that fertilizers account for between 15% and 30% of farmers’ production costs, while around 30% of nitrogen fertilizers used in the EU are imported and fall directly under the CBAM framework.
Since the beginning of 2026, fertilizer prices have risen significantly, with urea increasing from below 500 per tonne to more than800 per tonne. Georgi Stoyanov of the Farmers Union emphasized that the CBAM mechanism itself leads to an average increase of about 15% in the price of imported fertilizers, further raising agricultural production costs.
