Parliament Begins Debate on 2026 State Budget

The Bulgarian Parliament is debating the 2026 State Budget Bill as the first item on the agenda during today's regular plenary sitting. The session will begin with the presentation of committee reports on the draft budget.

The draft budget projects a deficit under the Consolidated Fiscal Program of 5.7% of gross domestic product. Planned revenues, grants and donations amount to 49.6 billion, while total expenditures are projected at56.8 billion.

The proposal also sets the maximum amount of new government debt that may be incurred during 2026.

In addition to the budget framework, lawmakers will hold a first reading of amendments to the Consumer Protection Act.

The agenda also includes a bill to denounce the Energy Charter Treaty and the Protocol on Energy Efficiency and Related Environmental Aspects.

Parliament will then consider the bill ratifying the Agreement on the Interpretation and Application of the Energy Charter Treaty, signed in Brussels in February this year.

On Thursday, lawmakers are expected to begin the first reading of six bills proposing amendments to the Election Code, submitted by different parliamentary groups.

Government debt is expected to reach 37.7 billion. The figure includes financing of up to3.261 billion under the European Security Action for Europe (SAFE) instrument aimed at strengthening the defense industry.
