The signal was filed last night at 20:52 via the 112 emergency number by a woman who reported that a passenger car, an Opel, was dragging a dog tied to the vehicle along a roadway in the city. A patrol unit from the local police department was immediately dispatched to the scene, and footage of the incident has also been circulated on social media.

The Pleven Regional Prosecutor’s Office has detained the man who dragged the dog tied to his car for up to 72 hours. By order of the supervising prosecutor, the accused has been detained within this period, during which a request will be submitted to the District Court in Knezha for a measure of remand of detention in custody. The dog’s owner has been charged with an offence under Article 1 of the Penal Code for indecent acts that grossly violate public order and express blatant disrespect for society, with the act described as being of exceptional audacity.

The prosecutor’s office stated that no traumatic injuries were found on the animal during the examination; it is in good health and is receiving appropriate care. During the investigation, the dog was examined by a veterinarian and provided with necessary medical assistance. According to police data, no external injuries were detected, but the animal was transported to a veterinary clinic and was found to be in good condition after examinations.
