Prosecution Requests Permanent Detention for Director of Water Utility Burgas.
The District Prosecutor's Office in Burgas has filed a request for permanent detention of the executive director of Water Utility Burgas, Tsvetan Mirchev, and an employee from the Construction department for causing financial damages exceeding 300 000 euros. The case will be heard on 6 July at the District Court.
The Burgas District Prosecutor’s Office has asked the court to impose the most severe remand measure — detention in custody — on the executive director of Burgas Water and Sewerage, Tsvetan Mirchev, and another employee of the company.
According to the prosecution, the two caused significant financial damage to the water utility by ordering a payment of303,281 to a private company for activities that were not actually carried out.
Investigators claim the actions were intentional and led to serious losses for Burgas Water and Sewerage. The alleged offence was committed between January and July 2026.
Mirchev has been charged with intentional mismanagement, while the second defendant, an employee responsible for investor control, is being investigated as an accomplice. Both have already been detained for up to 72 hours.
The Burgas District Court will hear the request for their permanent detention on July 6. The prosecution added that the amount was transferred by Burgas Water and Sewerage to another commercial company, even though the agreed activities between the two companies had not been carried out. According to the prosecution, this caused significant material damage to Burgas Water and Sewerage.
The charges are the latest stage in the investigations into the water utility, which began with several operations by the General Directorate for Combating Organized Crime in recent weeks. At the end of June, the head of the water utility in Nessebar, Svilen Stanchev, was arrested during a specialized operation. Just a week earlier, the head of Nessebar Water and Sewerage was also detained in a car with an8,000 bribe.
