The Central African Republic is the latest country to join the list of African states that have agreed to accept people deported from the United States. The Trump administration has arrested hundreds of thousands of immigrants, including asylum seekers whose cases were pending in the Department of Justice immigration court system, and has deported hundreds of thousands more.

It has also overseen a dramatic decline in illegal border crossings. The crackdown has expanded into legal immigration as well, as the administration has taken steps to end humanitarian protections for more than 1 million foreigners and tighten rules for the H-1B visa program.

David Leopold, an immigration lawyer based in Cleveland and partner at Thompson Hine, said the new policy appears to be another effort aimed at restricting legal immigration in the United States. He said legal challenges are likely, but it remains to be seen how courts will respond.

This administration does not have the votes in Congress to pass restrictive legislation, so through executive orders and guidance it is narrowing agencies’ ability to function, Leopold said.
