Administrative Court – Varna Opens Case Over Construction in Chaika District.
The complaint was left without action after irregularities were found, and a deadline was set for their correction. Residents of the neighborhood fear that the investment intention will lead to the destruction of green spaces, a sports field, and an alley with parking spaces.
The Administrative Court in Varna has opened administrative case No. 2140/2026 following an appeal and a request to suspend the execution of a building permit for a property in the Chaika residential district.
The appeal has been left without further action after the court identified procedural irregularities and granted a deadline for them to be corrected.
Residents of the neighborhood argue that the planned development would result in the loss of green spaces, a sports playground, and an alley with parking spaces. They also claim that the project would negatively affect the quality of life in the area.
Meanwhile, Varna Mayor Blagomir Kotsev announced that he had ordered a halt to the felling of trees at the site and would propose amendments to the district's Detailed Development Plan.
According to the mayor, if the Municipal Council approves the proposal, a two-year moratorium on new construction in the Chaika district will be imposed while the planning documents are being revised.
Despite the announcement, local residents remain skeptical. Protesters have already submitted complaints to the relevant institutions and continue to demand full transparency throughout the permitting process.
